It's Rhapsody as a kid witch! The yellow flower on her chest is the same as the one in the middle, it's her magic crystal. I'm not sure when her thing became flowers but it works haha.

This picture gives me the chance to explain a bit more about Ojamajo Harmony. So obviously Rhapsody as well as Heaven and Melody are witches and at one point had magic crystals. Where did they go? This is actually the reason they are in the human world in the first place.
Once a young witch finishes her schooling she has to take one final test. No witch has ever passed it since it was put in place. After they inevitably fail the witch has her crystal taken and is given an advanced apprentice tap. They must train in the human world and pass a set of exams before they can return to being full witches.
So Rhapsody and the other girls (minus Kendra) have all received and then lost their crystals and are working to get them back. They are stuck in a kind of half witchhood at the moment.
