Making it actually swim would be cool, but I doubt even fishing line would keep shape in the water for long

bubble wrap works, but it needs something like a keel to keep it upright. maybe a thick piece of galvanized wire would do?
fishing line never keeps its shape >.< unless that shape is teeny tiny knots pulled obnoxiously tight, like the line cuts your fingers tight
