You can use the extension without any limits but the single lincese allows to use the content of the pack with only one product. It might be a game, a movie, an ad, a series(annual update is needed), Youtube show etc.

Does it mean that if I wish to make gif animations for my webcomic I will be able to export only one single gif [which would be just one single panel of the comic]?
Or does it mean that I can use licence for example for just my webcomic and nothing else?

It means you can create gif animations as many as you want for your webcomic that called "Avangers forever", for example. if it is a web-series, the license allow to use the product with following rules:
You need one license per a season of TV, Youtube(Twitch etc), web series(show etc). In other words, a 12 episode series that starts in December and ends in July would only require a single license(Extended license for broadcasting). A series that releases an episode every week (52 total) would only need to purchase a license once every year.
