Wouldn't it make more sense for the Ice King to be Gollum?

I kinda thought that the Ice King should be Saruman because he lives in a tower and he is a ruler, so he is in power just like the Saruman. Gunter is kinda a creature AND also evil, so i thought it was more fitting.

Both Gollum and the Ice King have been both physically and mentally effected by an object of power be it the ring or the crown.
