Esse efeito é o color halftone na mascara do photoshop. Assim, vc cria um layer preenchido de preto e cria uma mascara e preenche de branco. Ai vc pinta com a ferramenta brush com preto. Depois de chegar a uma forma desejada, vc aplica o color halftone. Depois é só vetorizar usando o live trace do illustrator. Já vou avisando que seu computador vai sofrer muito! haha

I use the color halftone in the photoshop mask! After save in jpg end vectorizer with a program called vector magic!
