This picture shows, during Ratchet's sight seeing adventure, Judy looking on the traffic cam network for clues for one of many dissapearences happening in many parts of Zootopia. She is looking, along with Nick (who is on the other side of the room, off picture), seeing if maybe they could see something, only to be stopped a few hours later when a call out to catch a "perseived-unknown-speices-rampant-criminal-cat-thingie" (Ratchet) who is currently jetting through the city on "jet-foot-things".
