I don't know why that is even a question who will win- the answer is Alex.
I mean, Cole is tough and can heal- but if he has no electrical appliances around, it looks pretty bleak. Alex, on the other hand, isn't even human- he is a collection of sentient viral cells. Even torn apart he can easily regenerate.
Okay, he has some problems with electricity, but then again, he can tank a whole lot of damage. He was reduced to a stain on the ground and was okay afterwards.
Alex is stronger, faster, more resistant and much more powerful than Cole.

It's true, Mercer is quite the juggernaut, but here is the thing, he has a weakness towards electricity and cold. Cross, a well trained man was capable of stunning Mercer with just a taser, can you just imagine, what Cole's electricity would do to Mercer? Then there is the fact, Mercer's bio mass is tissue, hence his two weaknesses and before you think Mercer could fool Cole with his shapeshifting, WRONG! Mercer's shapeshifting would be useless as Cole's radar pulse would detect that it is Mercer, giving Mercer's chance of fooling Cole down the drain.
In the end, it's Cole that comes out on top.

Although I'm partial to shapeshifting, as a way to hide but more so as a weapon, I have to agree.

Yeah, that looks really cool! Personally I hope Cole wins I mean I think he would normally, even if Mercer had the advantage, Cole's dealt with fast enemies before, he thought Kessler who had large, seemingly infinite energy, Mercer plays by the same strategy almost, so if Cole managed to get him away from any life and kept at a range before sending off multiple waves of energy he'd be better off, however it's possible Mercer could end up disconnecting the electricity, this Fight's like Goku VS Superman, except evened out quite well

But looking through the comments the support from Cole and Mercer is roughly 50/50 and we all know the real loser will be any 'normal' people too close XD

Keep in mind Mercer is much faster and much stronger than cole, along with mercer's regenerative abilities. let's remember Mercer regenerated from a nuclear bomb, and heller whom has a similar strain of black light to mercer survived Multiple flashburns - which is considerably more powerful than bolts of lightning. Cole's doesn't have any real advantages :/ i loved Prototype 1, Prototype 2 and Infamous 1 and Infamous 2. but Cole doesn't stand any chance.

Good cole could win if he pumped alex with do much electricity he evaporated, though this outcome is extremely unlikely. Evil wins easily for reasons that need not be explained.
