The character 'El Chapulin Colorado' is from a 70s Mexican comedy, it's suppose to be a super-hero but it's small, coward, etc.. his weapon was like a plastic mace. His creator said that he looked at comics of the time and he would see Superman moving a planet out of danger (70s..) so he went the opposite way:
