Ruta is the first Saiyan to acheive Super Saiyan Rose' (aside from Goku Black), she can even use her chi to form a sword or scythe in combat. However she only uses Her Rose' form in emergencys only.
(She achieves Super Saiyan God, Super Saiyan Blue, and Rose' after she finds her daughter Mayze)

It wasn't easy, After finding finding her daughter Mayze, and being introduced to new levels of Super Saiyan, Ruta had to train like hell to achieve her Rose form. Long story short once she accomplished Super Saiyan Blue, she fought an Icejin named Ice (Freiza's Cousin) who threatened to kill Mayze during their fight, and she gave into her dark intent and thus she accomplished Super Saiyan Rose while in her Super Saiyan Blue form.

Well if i remember correctly during the Goku Black arc, black told Goku and Vegeta that if they too could achieve Super Saiyan Rose' so i figured it was possible for Ruta to achieve that form.
