Description Here's the second page! It was A STRUGGLE to draw Fell!Asgore sitting on the throne like that >_<
In the second panel, Gaster quickly went through his inventory to get the CORE readings. The two books (third and fifth slot) are existing tomes about quantum physics and thermodynamics
We hope everything is comprehensible and easily readable, there be lots of text in this one!

He has a shitload of HP XD (Level of Violence suits UnderFell, amirite?)
I'm glad you like Asgore's design. I must say, I love to draw him with a black mane (even if it's darn complicated), gives him an intimidating appearance. Much more fitting for UF than the blond fuzzy pushover of Undertale XD ♥ He has his reason for wanting to consult with Gaster about the CORE functions. If they get shut down, Hotland has no air cooling system and some monsters risk suffering (even dying) of extreme heat. But yeah you can't blame Gaster if the CORE risks to melt XD

I mean if it's too hot for them, they could literally just walk like two blocks and get to Waterfall or Snowdin, so . . . 

Asgore was awoken by a page informing him of a brownout. 


He rolled sleepily to a sitting position, bracing himself for the headache that was to come.

The next few hours were a blur of reports from Gaster’s team of scientists about the electricity failure. The head was fully immersing himself in the issue.

Building a system out of whole cloth with new technology had its share of bumps in the road. 

. . .

    Now that the citizens were used to having the electricity, they got angry when it was not available. Food spoiled and heaters in Snowdin shut off. Animals that couldn’t stand the cold could easily walk away from it and spend a few nights outside like the free-roaming Wildsmen did, if they couldn’t afford to stay at a hotel, but that didn’t make them happy about it. Sometimes he laughed at the irony of producing power to counteract an artificially induced climate. About as funny as humans putting on heat lamps to keep snakes in air conditioned houses. Like mismatched Russian nesting dolls. But he didn’t laugh on days like these. 

    The creature before him was the best spider bodyguard there was, and he and Gaster had been attacked more than once in the past. Mostly it was drunken mobs, but there had been couple of calculated and masked attacks, too.

Well, it wouldn't be so simple as walking a couple of blocks. There are families, shops, we're talking about the whole capital city here, moving it would be complicated We picture the scenarios of Undertale (UnderFell in this specific case) as a lot bigger than what we saw in the game. 
But what it is that you're linking? It looks like a fanfiction chapter of some kind?

I mean I get that interpretation, I guess. I myself think there are loads more monsters than we see (I mention that they carve living spaces into the walls of the mountain, partly to stay away from humans that might show up, and partly due to the cramped living space having to accommodate so many) 

I'm not saying they would *move*, but simply spend a couple of days elsewhere. 

Yeah it was the chapter where I dealt with a similar issue of Gaster having to repair parts of the electricity grid and what effect that had on the populace an on his own situation. (It's on DA, but I figured linking just the one with similar subject matter was more appropriate and less self-promote-y)

Oh, okay. I would completely agree with you if this was an Undertale scenario. Some monsters would be just grumbling about going elsewhere, and that would be it. But this is an UnderFell scenario, the situation is complicated and more prone to social turmoil, and since Asgore has two children at the moment, he tries his best not to upset the population for the sake of them.

Oh a lot more happens than grumbling in that chapter. It's actually more like Fell in that way, I suppose, even though it's supposed to be more or less 'canon' to Undertale. But it's set well before the present day of canon, so I try to explain that monsters get progressively more peaceful due to Asgore's good leadership.
