really liked the pause on movies tip to get the concept inside the head, tho I think I wouldn't do that in Animes, since I want to distance my style to manga like design...tho I must admit my style allready has a slight japanese smell, BUT ITS NOT MY INTENTION, REALLY
It's a really good practice to stop and draw with a movie.
And ofc, you should do that with a movie/drawing style you like! xD
Good examples are: The road to el dorado, the iron giant, Ferngully or any 2D disney movies. Don't use Simpsons or Futurama movies tho. their hands are too simple and knobbly. XD
If you want to get away from the Anime style, don't use them as reference either.
And I think your style is more americanish than japanese-ish. XP

Scribbling.
Drawing faster comes automatically when you draw more. Do sketches on paper here and there and not complete pics. Don't think too much while scribbling, just do it. Don't use an eraser, just draw over the lines when you made a mistake, no matter how shitty it looks later. xD Don't spend too much time on the details when you scribble.
This is how we do it in class:
We get a model that sits in a certain pose. My teacher says "go" and we get 10 mins to do one or two scribbles of the pose. Don't spend too much time on the details, work more on the whole body and proportions.
After the ten mins, we have to stop and work on a new pose.
So maybe you should search for poses too and get a time limit.

I don't know, it sounds very basic but kinda seems it might be a little more than that.
I mean, I've taken a model drawing classes before where we had to do gesture sketches in 30 second, 1 minute, 3 minute, and 5 minute intervals with the same rules. I tried to sketch out the gesture but when I made one wrong stroke, the gesture ended up look VERY different than what I was supposed to do....which I got points deducted for ;_;. And then when I don't use an eraser and just went over the lines, the figures look were in the right pose and all, but the proportions looked ungodly! When I tried fixing the proportions to at least resemble the right proportions a little, I ran out of time. A lot of points were lost those days ;_;.
Even when I tried doing it out of class, I get WAY too nitpicky with what I'm trying to scribble.....that or I get way too into it and convert it into a full doodle/drawing. All I know is when a time limit is involved, I either panic to satisfy it, or ignore it to get something that seems awfully decent at the very least.

Well, this is the advice I can give you and I cen tell you it worked for me and everyone else in that class.
I think what you need to do is not complain, but practice and try it over and over again.
