Exactly, its by Saaiie, not you. That means, as the artist, they can choose who can and cannot use their art, because the art was made BY THEM, not you.
Want things made a certain way? Make them yourself. Want to give yourself a profile pic?? Make it yourself, hot damn! its almost as if you have your two own hands.
You're not entitled to art you did not make, and you said it yourself, it was made by Saaiie, not you. Straight up declaring you get to use something just because you ~like it~ doesn't protect you from getting reported for art theft and misuse of content without permission. Just because you like a picture doesn't mean you get to use it m8, especially if it wasnt made by you.
The original artist is allowed to get offended when people tread on their belongings.

I'll assume you're a child so I'll give you some leeway on your lack of information on the subject; but here's a comparison to maybe light your way
Imagine you have a neat DSI, with a custom case. Nice, right? Now, imagine me going up to you and taking it from you and being like oh btw i'm taking this from you just because I like it, then walking away with your DSI. Doesn't belong to me, you're the one who bought it, but because I like it I'll take. That's the equivalent of theft, in fact that's theft in it's most blunt form. You'd be angry as HELL wouldn't you?
