The helmet is a custom modified and painted LEGO helmet - the ones worn by the badguys in the Man of Steel LEGO sets. The armor is a third-party accessory produced by BrickWarriors, called Android Armor. The minifigs are also customized with decals (stickers). I sell some of them on my website! Check the shop.

NO.Β It's already awesome and pretty faithful this way, and many will respect it more if it's built out of stock parts.
Besides, Enclave officers don't have trench coats.

I think it's already pretty good that you used MAINLY STOCK, because I don't recall that armor being stock in lego.
And it's just a suggestion. I'm sure Brickarms has a gaming branch.

Hmmm.Β Originally, I assumed that the helmets were repainted Clone Trooper helmets...but they still may be repainted stock from an obscure set.
As for the armor, I recognize the pieces.Β They're just in atypical colors.

The key piece is one of those accessories mounted on the neck and pinned in place by the head.Β I think it was first molded for the Count Ogel minifig.Β You see them used every now and then on AFOL websites.Β
