LadyCathryne does know what the individual syllables of what she's saying, but only the whole phrase. She is no more than parroting what she has heard to say. You don't see it but she's talking like she is gargling with a handful of pebbles in her mouth. HippoSpeak is not easy for humans. Far, FAR easier to speak English as a Hippo... The intent is more that she says the words, or more that she TRIES to say the words. "The Council" is the Emperor's Guiding Council. the seat of power. They determine what Cathy and other Humans can do. They -need- HumanTech, but are also.. Think of it as an adult needing a pre-pubescent teenager.

also, kneeling, he's fucking huge... he's probably a full tonne of armored, muscled hippo. He's pudgy, but thats "power lifter" pudgy. He is a sentient armored forklift compared to a human. When he picks things up, they stay picked up. He's also the largest character in the comic. The Emperor might be bigger, but he's a figurehead compared to Bixby's presence.

"Who would win in a fight, Hippokind or Humans?" Simple. Neither. Humans control Gate Tech, but HippoPeeps are far enough ahead that they can close that gap. It would still be mutual destruction. The Emperor knows the humans are spread across the multiverse, and even a decisive victory would only be Temporary. Humans are to be feared, even if you are a one tonne armored battlehippo.
