VLC media player is awesome for that. It has a frame-by-frame button, so you just need to pause it a bit before the frame you want and then advance a frame at a time. I use it to grab screenshots of things to vectorize.

Yeahh I have VLC, it's just that it's on my computer that doesn't have a sound card at the moment, so I'm forced to watch it on my Mac which currently uses Quicktime player. Oh well, I'll deal with it XD
