Drew up pieces similar to what I did to make his hair; the dotted lines on the front piece are lines to cut along to separate the locks of hair. The red lines are approximately where to attach the pieces to the head.

I just looked at some reference pictures ([link] ) to come up with the piece for the front, then I cut out a rectangle for the back of his hair and randomly cut out triangles from the bottom to make the ends of his hair (I recommend cutting them out for yourself to make it more random; the overall point is that you don't want it to be symmetrical, so don't just cut out a zigzag otherwise it won't look natural).

You need just one piece for the front and back, and one regular and one reverse of the sideburns. The trick with those are to sew farther down on the side that's closest to his ear and not as far down on the side that's closest to his face so that it doesn't look plastered to his head. You'll want to sew the hair on after completing and stuffing the head, then sew the hat on last so that you can cover the edges of the fabric (since obviously his whole head won't be covered with hair. Again, I was just making this up as I went along, and I'm sure there are much better/more skillful way to do hair (Also, you'll need to play around with sizes to make sure the pieces are big enough; the hair pieces should be slightly bigger than the head pieces since the head will be rounded when you're sewing these on.)
