Well... this may sound strange, but this is a concept art from Twilight Princess, not Wind Waker!
TP was originally planned to be looking like WW, but they quickly changed their mind about it. This design is probably one the oldest concept art of TP Link (This picture:Β bit.ly/2wrlYlL ).
