Clicking the link there, it says:

Sorry, just one more thing, note it says "non-commercial work." Now I'm not saying you plan to sell anything you posted that was based on someone else's work, but since you are new, you might not realize that what category you post the work in actually makes it available to be sold. If you use someone else's work, best way (safest way (so you don't get in trouble) is to categorize it under "fan art."

Well, I suppose there's no harm asking, but lots of folks also tend to ignore questions like this. Not because they are cold, uncaring and unsupportive, but because they forget what it's like being new and not familiar with where everything is.
It's always nice and proper to mention the original artist in the description of your work...

Thanks for responding!!! Most guys who NEVER write what's their license , it makes me SOOO ANGRY , especially when I have to tell EACH ONE OF THEM , and as you said, IF THEY DO RESPOND , WHICH I DOUBT THEY WILL , THAT'S AFTER 300 YEARS!!!

No problem.
According to one person who told me this recently, a license doesn't have to be invoked (like creative commons), however, then they HAVE to say in their description "free to use" or something like that.
If they didn't invoke "creative commons" or equal, nor mentioned anything in their description, then it's possible they don't want their work used in any way shape or form.
Assume anything without a license, nor "free to use" mentioned in the description is "copyright protected" and using their work will be reason for your account to be terminated.
You might want to read through the dA rules to verify that the description is an acceptable alternative to "creative commons".
Just whatever you do, follow the artists rules to the letter. For example, if it says "non-commercial" then don't try to sell it anywhere.
