It could also be a weapon like the UNSC Orbital Defense Platform from Halo, as you read the image from right to left, but in a different style.
The violet "eye" could be an administration room, followed by an accelerator for any kind of a projectile.
These "wings" could be some kind of electromagnetic inductor.
The "ring" as a advanced accelerator.
