Its Otonashi again, He somehow become a Kamen Rider due to certain parallel universe fukery.

He is mainly based of Kamen Rider W + a bit of Saber + a bit of Kabuto + a bit of Geats with a Motif of Valimar and his own Adventure Drive motif.

Kamen Rider DUΛL

After the Event of Hajimari, Otonashi decides to finish Ishimegal once for all for good, including other timelines and universes, by using Ishimegal Rean's sword and soul as a sign, he begins his journey through the multiple parallel universes and timelines to bring back those Reans and bring a happy ending to all.

He was successful and he manage to get down to the last one, but the last one's situation it's completely out of hand.

There was a 'Rean' in this universe, 'Rean Osborn' that leads the Iron Blood force and wants to unite all the nation, the Class 7 knows that this is not the real Rean, but the power difference is too great.
Seeing this, Oto had a idea, he can't just go out like this with this Rean, so they need a cover-up, something that can allow them to fight without being noticed by either side of the party.

"Wait, so this is...your idea? seriously?"
"Hey, better than nothing, you don't have a body after all, so just bare with it, ok--Philip?"
"Sigh...Well, I do owe you a lot, so, let's do it, partner."
"HELL YEAH!!"

And so, this warrior is born, because this was a rushed project, many things were left unfinished in order to get this done ASAP, and since "Philip" AKA: Ishimegal Rean exists as a digital lifeform now, he can't leave otonashi for long, therefore this "Rider" is here to bring the two together as one during the fight, while giving them a cover-up at this world

I think I know why the author of this OC nicknamed Rean as "Philip". Because Philip in Fuuto Pi has the same JP VA as Rean. There is strong reference of Kamen Rider W too.
