The shading was well used, and the proportions of the body are good.
My only two gripes are the 3 ties and the "broken" Chin. I wanna guess the Chin is like some monster mouth he has and the three ties just throw me off. The background is simple so I'll be passive for that. If you want to make the picture more dynamic, draw a actual background in a dark ally or something. Maybe a sleeker face, kinda like a joker.I suggest a over coat and a bigger hat. Make the clothes look more carnival or carnie like. Everything else is a good.

I really like his appearance as he kinda reminds me of an android or something like that! ^^ And he certainly looks like a merchant too.
