Hello!
This helped me out since I was clueless as to how to make glitch effects.
Had to tweak this a bit since I use SAI but it helped out a lot!
Made a pixel icon with the help of this tutorial:Β

Hi! Β I'm having a problem. Β When I ctrl + E to merge, it gets rid of the color effects and makes everything black and white?Β

I don't quite get what you mean by it makes everything black and white
I tried merging them and there was indeed some change in the colors which I think is caused by the transparancy of the layers
You could solve that by merging everything with the background before applying the glitch effect
