Tigerstar really isn't to blame for anything. Think about it, his hatred for pets can be traced back to Pinestar abandoning the clan that he LEADS to become a house cat. On top of that, his siblings died when they were kittens and his ambition was fueled by Thistleclaw's hatred of Bluestar.
