They may seem very emotionless on the outside, but on the inside they're very caring. well from what i can tell you dont get a glaceon by using stones in any pokemon game. seems you level up your eevee near an icy rock and boom glaceon. so my reasoning is... galia was born somewhere cold. Or hit puberty near some place cold.
