I only ever saw it as a slice of pie, because I knew going into it (from fan art) that it was pie. But now that I look at it, it does look like an odd-shaped flat-brimmed hat.
I'm surprised, though, that after Frisk sees the rest of the pie in the kitchen, that (s)he still thinks it's a hat.

That reminded me of a child's book I read a loooooooooooooooooooooooooooooong time ago.
The premise was basically that one person made a hat while the other made a cake, and both so happened to be identical and they got switched up so the person who made the hat was wearing a cake on their head and the person who made the cake ate the hat.
