Hah! I love this!! She's got such a cute face and the screenshot effect is really cool! I love her outfit.

You know, I've been feeling like this lately with a lot of people haha. I feel the urge to redraw this with Amanda xD (whom Patch here kind of reminds me of a little bit, come to think about it XD)

Haha, do it! Yeah I feel like this alot... although nothing recent inspired this picture (I think there are similarities too, although Amanda is probably more gutsy than Patch overall, though she does have her moments, like here )

It could've been a screenshot from an anime. (Not because I find your style very anime-like, but because she just looks a bit like a character from an anime.)

Well, that's actually the route I went with my guinea pig characters - turned them into a Magical Girl anime style. Although I haven't made up my mind if I'm going to be completely serious with the story, or just parody the style. They are my oldest OC's based of my first pet guinea pigs - the stories I first wrote about them when I was 10/11 were just about their daily lives and them going to school and about their friendships and such. When I looked back at all my old work last year, it didn't seem like enough to keep them interesting

I was messing around with filters in Photoshop... not sure exactly how I did it now, but there is one called Glowing Edges which will give you that ghosting affect around the lines - I set the layer to Soft Light and played with the opacity. Then added a grain on top.
