The Parliament of Trees and Doctor Holland will want to study this. They could breed future agents under much more reliably protected conditions this way, and not have to struggle to identify and rescue them from the general population before The Rot Agents can Murder or corrupt them as children.
By knowing exactly when and where an agent is born they can protect them MUCH better.
I can then imagine a scenario where Arcane later finds the Joker, half dead from an infection after finally failing to keep his masochistic self re-mutilated face wounds clean, and fuses with him via the rot of gangrene, amplifying his burning jealousy of Harleyβs and Ivyβs happiness, so to make of him a potentially overwhelming weapon to use against The Green, and break through the fortress Swamp Thing, Ivy and Catwoman (via some of her her stashed fortune), made to protect them.
Maybe Batwoman gets involved.
