It's not surprising Whizbang wound up in the Cartoon Wasteland. In my mind, you found out about him somehow, though, thus giving him the possibility of a second chance at being a Toon, on some level.

Also, perhaps the fight between Oswald and Whizbang arose from what might have very well been a misunderstanding: Oswald, having never heard of Whizbang before, might have assumed the dragon was hostile when Whizbang really just wanted to play with some of Oswald's kids, and Whizbang, understandably, defends himself from what he sees as an unwarranted attack.
