Belter have never followed ideologies, principles, or even religions. The Belters followed the personalities. Here, in the Asteroid Belt, it was as if Thomas Carlyle's treatises on the great men who made history appeared. Taking advantage of opportunities where they could, they gradually became pirates, smugglers, mercenaries and merchants of ill repute. This process was the result of the unraveling of trade routes between the Inner and Outer worlds, and many asteroidians were forced to face the myriad jurisdictions and mandates of the Assembly of Earthlings. Exiled families, and sometimes settlers from perspectiveless Terra or political dissidents on Mars, faced poverty in the Belt. In response, they resorted to the aforementioned piracy and crime. Although they were originally founded by refugees and have long since become almost a separate species, the Asteroidians do not hesitate to recruit people from outside the Belt to supplement their numbers.

The Belt Alliance is a loosely organized confederation ruled - if the term can really be used - by the Council of Captains, or "The Brotherhood". Each of the great captains rules over his own asteroid and has his own fleet. Only the union of the owners of the four largest asteroids makes it possible to maintain a semblance of order in the Belt. To qualify for a seat, a captain must have substantial support and sufficient political and physical power. Wallace Fujikawa is the current "president" of the Belt Union, and owner of Ceres Station, and is regarded as the most experienced and oldest captain and owner of the largest fleet in the belt.

Fujikawa himself began as a cabin boy in the flotilla of the legendary Carlos Neri Vela, the most influential of the Belt admirals, who became the formal founder and First President of the Belt Union. Carlos was helped by good old blackmail, to arrange an asteroid bombardment for Terra and Mars, which increased his popularity among the asteroids and forced the Terrans and Martians to reckon with his opinion.

Earth tycoon and diamond dealer from South Africa, Nkrumah Barre, ransomed a group of Trojan mercenaries at the expense of his fortune and seized the Vesta asteroid by force, killing the former owners. The "Little Colonel" (by the standards of the asteroids, the earthling Nkrumah is really short) with brazen blackmail and cunning actions made his own state around Vesta, and later provoked a personal vendetta with Fujikawa, who saw the appearance of Nkrumah Barre as a threat to personal power. Only the activities of Roger Hullis made it possible to extinguish the internal conflict. For some time.

On Pallas, everything is much simpler, because only one rule applies to this asteroid.

The former prostitute - Madame Gao, by rather old, but proven for women, methods, climbed to the top of power in Pallas, and then established a total dictatorship. The Trojans are engaged in all prohibited activities, and openly ignore any agreements at the Lagrange station. Many of the mercenaries throughout the solar system, voluntarily go to the Trojan space, in search of a convenient foothold.
