Have you visited the Adeptus Evangelion IRC? Personally, I'm planning on making a test campaign just to get used to the game as a GM, and then a really serious campaign haha

I have visited it from time to time, though, there seems to be seldom much more than general discussion. Ad Eva is pretty hard to run well, unfortunately.

I'm not familiar with that character i'm afraid >~>. A lot of my inspiration for Tsukiko's looks came from Tsubasa Hanekawa from the monogatari series.

Btw, the irc channel can be quiet, and sometimes it is gen discussion, but normally they discuss mechanics, or NGE related stuff, or stuff loosely related.
The game is becoming much easier to play, and you could always try Roll20 (the site for tabletop gaming online)
