Okay- isn't the very fact that you've said that figure might or might not be The Shadowed One twice suggestive that that's just your way of joking about it? The Shadowed One sure doesn't look after Toa. My bet is, that ain't him.
Unless you're trying your hand at irony, which isn't really your style...
Now, the theory it's Saronicle from Brutaka's game is interesting, and I would like to see it, but that requires dragging in the Order of Mata Nui and her training. Also, the figure is a little too dark. However, that theory would explain the world hopping to the human world.
I'll throw another theory out there: Possibly, that figure is the Phantom. I won't say that's what I think, because I don't know what to think just yet. If that were the case, I'd say you're drawing on The Toa and the Thief, which I know you've read because you commented on it. There are some similar plot elements- a mystery man stealing the symbols being the most obvious.

Honestly, I've had this story in my head long before The Toa and the Thief, and I've been worried about the two stories being too similar to readers.
