Wait, so did Chicu get earth power through Master Shao? Since it says you still have a scroll (and you needed to use one to get that move, and have only obtained one right now) and you don't have a star next to the move's name (As it says in the journal, "If you choose to train under this great master, you must place a star next to the move on your app so that we know you're not just breaking the rules"). Gotta be thorough!

But as with most events, I assumed doing 6/.2 came with a scroll, so I added it in in advanced. I do need to put a star, however

Nah, you gotta wait for event rewards to be announced. After all, who knows what they'll do! One of the earlier ones was a scroll OR an egg, after all.
That and the handouts are only done when they can canonically hand them out. Otherwise it makes it kinda weird that you get stuff immediately during emergencies.
