Cause the outfit she is wearing would be considered risquΓ© and unlady like. No one would want to make an outfit that she wears so she makes her own probably. Besides, they did not have thermostats back then. Also it is probably quicker to change from one outfit to another. XD

Either Anna couldn't handle the lowered temperature or Elsa lowered it too much. over 70 percent of the body is warmer, so I could just exaggerate a bit
