Acette!You know you want one.
Thought of this guy about a year ago. Redid him a month or two ago. Colored him in just now.
He stands at about a foot taller than his pre-evolution, a rough comparison shown here: [link]

I've also been thinking of a banette evolution for awhile and this is what I thought up of.
I think you should give it Dark, Ghost typing:
Base Stats:
HP: 98
Attack: 135
Defense: 89
Special Attack: 40
Special Defense: 87
Speed: 94
Total: 543
Give it things like Sucker Punch, Shadow Claw, or a new move Shadow Scare or something along those lines.

So far in its development, it's a physical attacker like Banette and can learn any of the Thunder/ Fire/ Ice/ Shadow Punch attacks and may also know Mirror Move and/ or Counter.
As for brand new moves, there's nothing yet, but there may be when I get back to the design

I think you're getting somewhere with this; he's come a long way and with him comes great choice in color and well-thought structure.
Some pointers: The "tail" doesn't seem complete, and the way it's seen, it almost looks like parts of it are hovering in the air behind the Pokemon. Of course, it may not even be a tail. Right now it looks like some sort of key inserted into the butt. 
There are two red pixels above the head you might want to go back and black out. You'll find something similar to the right side of the Pokemon's face (our left).
Also, the lining of the face seems a bit odd/wrinkled, especially where it hits the headpiece and to his right (our left).
Anything else I'll just throw at you in person. :3

I updated him with minor fixes. Now, I'll have to discuss creative stuffings with you. Should the tail really be like a rooster's and keep to a softer, feathery look which this picture really lacks OR should it be a floating type spiel, kind of like a key? He is a ghost after all, a possessed doll ghost, but a ghost nonetheless. I'll... we'll think on that.
~Pixels removed only for show, but indeed, I've another file saved that doesn't kill him because of the black background.
~Odd wrinkles... fixed? I'll patch him up even more when I start perfecting the tail.

The tail: crap. I'm not sure. A floating key might be a bit much in terms of Pokemon. Acette has quite a lot already.
I almost want to say -- remember that this is strictly from a critical standpoint with consideration of actual Pokemon -- the tail should be removed. Or possibly something a bit more concealed; recall Cacturne's zipper? Something to a similar effect might work wonders here.
Lines look a heckuva lot better. This Pokemon is really coming together!
