Description
And I guess while I was at it Colin needed a redesign as well; I mean it was literally a colour palette swap with an odd ribbon.
So, what else could I have done other than mix him with something else I loved, Jolteon.
I would redraw what he looked like when he was an Eevee, but I decided to leave it as it is (I was lazy, bite me), if you feel so inclinded to see that form here you go: Colin the Eevee/Sylveon Reference

Not else to say here other than a copy and paste of what the previous bio(s) of Colin said with some polish here and there.

Gender: Male
Age: 19 (In human years that is, but as Colin was techinically 'reborn' his human age might have reseted.)
Born in: January 14th
Level: 21
Nature: Hasty (Meaning to be acting with excessive speed or insufficient consideration of the situation.)
Moves known:
- Quick Attack
- Tickle
- Fairy Wind

'It all began with a star...

There was once a human that lived with a Flareon in the middle of nowhere, that Flareon was his only friend, A friend he would happily tell his wishes and desires to.
One day, he told the Flareon, "You know, it's a little lonely being here by myself.
I know I have you here to keep me company and I'm greatful for that, but I only wish I could understand you..."
From that day onwards the Flareon vowed that it would find a way to help it's friend, searching day and night through books and lore for any small amount of hope.
Sure enough, it found something: A legendary Pokémon capable of granting wishes for 7 days once every 1,000 years, and by sheer luck that time was coming tomorrow.
January the 14th, the human's birthday...'

'It my birthday today, I was quite excited for what Amber was getting me; while I couldn't understand what she were saying due to a language barrier, judging by her blazing enthusiasm I knew Amber wanted to get me the best gift she could get.
That's what I would have thought, if what happened yesterday didn't happen.
It began at around evening, the sunset was glaring over the horizon.
At home Amber was hopping around and tugging at my jumper, wanting my attention.
"What is it Amber?" I asked while checking the cotton jumper for tears.
She suddenly ran off and I quickly gave chase.
It seemed Amber wanted me to follow here through the dense forest leading up to the tall hill, for what reason I wasn't sure.
But for some reason I can't remember the rest, it's all a blur to me.
I think Amber was talking to another Pokémon, looked a bit pale yellow, she asked for something then there was a flash...

"Um, w... *Yawn* What happened?"
I slowly awoke from my bed, as always to get ready for the day.
I recalled the events from yesterday, but don't remember an end to it, just that same flash of light.
"What a odd dream..." I said to myself.

"Heh, If only dreams came true more often."

I glanced around for the owner of the voice.

"Really Colin, you can't work it out?"

Strange, I never heard that voice before, and yet, she knows me.
I turned to the only other living thing in the room; Amber was laying at the end of the bed staring at me,
with her face patterned with a light smile.
"Was that you?"
"Might have been." Amber responded.
Woah, she can talk now? I'd be lying if I said I wasn't caught off guard.
She really outdid herself with this one.
"So... that was your present to me? Thank you!" I replied.
She rolled her eyes, still maintaining her smile "Maybe, I dunno..."
"What do you mean?" I asked, becoming slightly confused.
"Is it me, or you seem a bit shorter than before?"
"Excus-" Before I could even finish I looked down at my feet, they certainly didn't look like human feet anymore.
I glanced around myself a bit more, I was covered in a pale cream coat of fur, with a collar of orange fur, without looking at anything
else I started questioning Amber.
"Amber. W-what happened?" I asked, being rightly concerned.
Amber leaped closer to me whilst losing the confident smile she used to have, "Colin, you OK?"
I looked at Amber, "What did you do to me?"
Amber slowly stepped back as her ears drooped down, "I... I just thought that you would want to be an Eevee."
"Eevee? How did you-"
"Yesterday was the day that Jirachi would grant a wish, and you said you wanted to be able to understand me.
So I did one better."
I was speechless, glancing at my paws again.
"I... I don't know what to say."
Amber pointed towards the mirror that hanged on the wall.
"Well, as least take a look at yourself."
(I suppose why not?) I thought, I leaped down to the floor, which for being a small Pokémon was a huge drop; and yet, I still landed on all fours like I was built for it.
Too bad that I stumbled towards the mirror as I couldn't coordinate my legs because, as you know, I'm on all fours and I was kind of a bipeal creature last night.
Eventually I made to the reflective glass, as I was gazing at my new appearance, I caught Amber smiling sheepishly at me in the background.
"Say, Amber; How long until I turn back into a human?" I asked.
Her smile dissipated, "Turn back?"

Branded as a kind-hearted individual that's willing to help others and to be a good friend; if he can make them, Colin is the type who can be a bit timid at times and even say things which he doesn't mean any harm or offence, but he thinks of the best for his friends.
The reason why Colin evolved into a Sylveon is that maybe the way Eevees usually evolve in Sylveon is backwards for a human, the Jolteon part was a result on tripping onto a Thunderstone whilst evolving.
Yeah, explain the stupid coincidence on that one, because I can't.
