Picture 1: Original Image
Picture 2: duplicate layer, dodge eyes and lips, and under the eyes, put brush on a low opacity and paint away the dark circles with a lighter color, found using the eyedropper.
Picture 3: duplicate layer, filter-blur-surface blur
Erase what you want not to be blurred.. i erased the hair, the eyes and lips.
Picture 4: merge the layers, and dodge the hair, and cheeks.. you also may want to use the burn tool on the hair.
Select the none focus points (in this case the bottom: neck, hand, shirt) with the lasso tool. Then go to filter-blur-gaussian blur.. select a low number.. we don't want it REALLY blurred ^^
Picture 5: duplicate layer. Image - Ajustments - Brightness/contrast. Now this is for the face, so you want to brighten it just a little bit.
Now erase everything but the face. Make sure when erasing, you are using an airbrush.
Picture 6: merge all layers. Image- Ajustments- Curves
Move the diagnal bar to look like a slanted S. This will boast the bright, and darken the dark.

And you're done!
