Head canon: When Dave was little, he wasn't very demanding; he would be obedient to Bro and everything he taught him for many years, and allowed Bro to have his space when needed. Bro wasn't used to having a younger person around after all.
But Sometimes, when Bro was just being too quiet, too wrapped up in the past, or if he simply looked to be in a down sort of mood, Dave would go up to him and do what's in the picture, offering a hug and asking for quality time.
