I love the sinister smile! Proportion-wise, though, it looks to me as though his ears are placed a bit too high on his head (the tops of the ears and the tops of the eye sockets / eyebrows are usually pretty close in height. His neck also appears to jut straight from his clavicle on the left. Which, I mostly say that because his shoulder seems a bit raised, so the muscles would be a bit more defined.

OK, so this is from something that I am not familiar with, so I am just going to talk about the quality of the picture itself.

First off, I think this is a cool style. It certainly feels very anime-ish, but it also has a little bit of what I presume is your style. The different shades of blue gives it a soothing effect despite the character wearing an unsettling expression. It's a neat contrast. 

I also like the level of detail you've put into it; I like the individual strands of hair, the small wrinkles in his clothing, the brushlike shading and lighting and the the sketch-like outline. 

Now, I think you could've done a couple of things better. The first one is the neck. A lot of it looks good, but the left side, when the neck sort of gets thinner, looks weird to me. It might be an illusion caused by the shading, but it still looks a bit weird. 

The second might be because of my unfamiliarity with the source material, but what's the deal with him having only one eye? I assumed it had to do with the shading, but everything else was still visible. So, either it's me being stupid, or you just didn't feel comfortable drawing both eyes (something I can relate to; I also have problems drawing both eyes). If it's the latter, maybe you could work on that. 

All in all, I think this is a neat picture, and you've got a lot of talent. Keep up the good work!

Pretty nice portrait if you ask me!

The look on his eye and his mouth make the piece really interesting!
Also the hair is pretty well done. 
I think if you have used a bit of shading on the background this piece would be even better.
For example, the dark side of his face could blend in with a darker colored background, while you could pour some light on the oposite side for contrast!

Yeah I think with a  bit more contrast this would be perfect !
Again really nice portrait and also love the color pick
