Two crazed Villains who have a strong "Heroes must die" ideology.
Now in terms of there U.P-Verse versions, I currently have Toga in the care of Harley Quinn as part of reforming program. Garou I haven't touched upon yet, but I have plans to make him more of an Anti-Hero character. The idea I had on how they could have met could be that Toga, much like with Stain, looked up to Garou, possibly developing a crush on him. What do you think?
