Norman Osborn in U.P-Verse is based only on the Ultimate Spider-Man version. Why just this version? Because to be blunt, I do not care for the other versions of him like at ALL. I never understood why he had such I hatred for Spider-Man in other media, and awhile ago I even asked all of you why he hates Spider-Man, and I didn't really see a clear answer iirc. Now this doesn't mean that Spidey won't be facing Green Goblin ever in U.P-Verse, if you watched Ultimate Spider-Man then you know what happens to Goblin. So yes this the route I'm going with for Norman.
