This honestly really fits in with an idea I had to reboot Gotham. No batman no Joker, Batwomen has taken over GCPD and all Gotham based vigilantes have to go through her. In that reboot Harley is now one of the dynamic powers in Gotham, and this redesign fits that idea so well.
