The scarf was given to Kite by his Sister "Alisa". It used to belong to her, but she passed it onto Kite since it looked a lot more cooler on him than her.
The scarf's original owner was Emily's (The Sylveon/Kite & Alisa's Mother), and she gave it to Alisa when she was just a little Eevee. (More details once I get into more of Alisa's backstory in the near future.)
