Night in Dusk's eyes is an Ai program accidently crafted in his image. Dusk doesn't see him as any kind of related, and they do not share the same genetics, despite looking similar.

I hate being this kind of person, but night’s head ring is missing on panel 9 and 12

I can't answer all but I can answer some.
1. The reason they can walk on 2 legs is either from Blizz talking with Pepper and learning how to walk on 2 legs from her, or something else that I or we don't know.
2. Somewhere in the comic it said that Dusk has 2 ability/power, I know one that he can hack but the other power I do not know.
3. The Eeveelutions (Excluding Eve, Daisy and Dawn) can activate their powers through emotion (but I'm not to sure about that) . You can know they activated their power if you look at their eyes.
4. Vay's ability to talk to humans is still a mystery with me but I remember he can able to transform into a Human in one Panel of a Comic. Also his... Uh... Kit? Can also turn into a Human, it had turn into a Human when it was Crying but when it settled down; it change back into an Eevee. (I can't remember what Gender it is)

On page 336 it literally says that he has psychic and hacking abilities, and earlier in the comic (I don't want to waste a lot of time looking for it) when he is given a psychic tm but a couple pages after that we see that it hasn't been used.
