Since the time of Constantine, the Empire has established its rule over most of the Earth. Imperial society is a society under perpetual martial law. At all levels of society, a strict hierarchy reigns. Some say that the imposed moral order controls the unhealthy impulses inherent in human nature. They are mistaken. It is precisely the imposed moral order and religious dictatorship that bring out the worst in human beings. For the Empire is in reality ruled by the Universal Church. And it imposes its obscurantist and patriarchal law by force and pernicious mind-washing. The conclave of cardinals and the Supreme Pope are the true rulers of the Empire. They tolerate no sedition, no freedom of thought. The dreaded Inquisition, its armed wing, knows neither rest nor mercy. And the Chambers of Questions perpetually resound with the cries of the accused. And then above the Pope are the Messengers, beings of fantastic power. They found and support the Church and the Imperial Order. They obey only Saklas, the imperial God. He feeds on the prayers, devotion, faith and redemptive suffering of the imperial subjects.
