This one? About 5 minutes, draw a square box, fill it with transition Viridian/Blue, whip out my "Star" paint brush in photoshop and roberts your uncle, its like that. Simple and easy.
Uuhhhhh I mean, It took me 6 hours to carefully place every star.....honest.

I think you should add those more often to your character art. They are wonderful against white, but this one drew me in even quicker.
