In the Spawn menu, there's a Settings tab on the very right. Somewhere down that tab there should be Screenshot quality adjuster.
Or, you add the line
jpeg_quality "100" to your autoexec.
I for my part however take all screenshots with Fraps, so they remain unaffected by the game. (I once had a graphical error which rendered all screenshots black, imagine the wasted work)
