It was part of the Make-A-Wish Foundation. It was the creators Wish and the Foundation and Hasbro made it happen.

Oh, so the reason this character looked OC-ish is because it IS an OC, and they put it in because it was the guy's Wish? Cool! That's so sweet of them!

Oh, wow, awesome. He's really cool. Seeing the character, I knew he was special, especially when you read his name, I never knew he was someone's OC, and they had him put in the show by Make-A-Wish, but that's awesome, makes sense why he had a Wheel Chair, and just a unique one. It was good of them to work him into a point in the plot, rather than have him just cameo in the background. He's an awesomely designed character, I like his mane, and the special embellishment on his wheelchair frame is awesome.

When I first saw Stellar in the episode, it never dawned on me he was actually someone's actual OC. A friend told me about his situation, and it was quite a powerful motivator. I even heard he was even allowed to voice act his OC, and I'm happy Stellar had the opportunity to do that. He's a special kid indeed.
