This looks like Ganga aarti at Varanasi, done once a year along the ghats

It can be any kind of ritual. Aarti- or the showing of the light- is a part of daily prayers and pujas no matter the sort. First it is presented to God in whatever the chosen form is at the center of the occasion as a way of focusing one's attention in remembrance. Then it is turned outward for all to receive that same light.
