Description
The main villain of my Code Geass and Magical Girl Lyrical Nanoha crossover story Kings of Revolution and the man who took over the Time Space Administration Bureau's Black Ops and Secret Research Division code named Division 666 before using it and the discovery of the lost city of Al-Hazard to found the anti-TSAB organization LOGOS. He controls LOGOS from behind the scenes using the guise and mask of the Mandarin as his public identity.

I based him on and drew inspiration from characters like Lelouch (to be something of a foil to him), Grand Admiral Thrawn, Kagato (Tenchi Muyo OVA), Kil'Jaden (Warcraft), and drew the most from Homura Akemi (Madoka) to develop his tragic backstory that would shape his character.

His outfit was based on Director Krennic from Rouge One.

Even he is a powerful mage Simon rarely involves himself in matters directly preferring to use others to get what he wants so when it comes time to place the blame he can easily blame it on someone else. A cunning and dangerous foe who plans with long-term goals in mind, but he is powerful enough to keep his status as Leader of LOGOS to remain undisputed so that no one could usurp control of his organization from him just as he did to the TSAB High Council.

Designing him was difficult as I didn't want to make a Mary Sue out of him, but someone who could be dangerous through to the Black Knights, the TSAB, and the Three Aces while more than capable of keeping his own dangerous subordinates in line. Hence some of his skills and abilities were omitted from this post.

I wish I could have done better with the overall image, but at least my body shapes are getting better.

History:

Born as the older brother to Alicia Testarossa, Simon Testarossa even as a child was a brilliant and gifted prodigy in the field of magic and science where by seven years old he was displaying talents and a genius-level intelligence that was well beyond his years. As a child and throughout most of his early teen years he was a decent, modest, moralistic man. He never knew his father, but he helped his mother raise Alicia, so whenever she was away at work Simon would look after her.

To his mother and sister Simon was a good-natured child who always looked out for his younger sister. Unfortunately everything changed with Alicia’s demise when Simon was eight years old away on a field trip at the time with his class. His mother became grief stricken and ultimately insane isolating herself within her lab to conduct her own research leaving Simon on his own.

Alone and depressed with his sister gone and their mother having abandoned him more or less while he saw less and less of her. In an effort to get her attention Simon dedicated himself to scientific study and magic pushing to improve and become the best he could be, but without his mother and becoming dedicated to scientific pursuits. However he wasn’t alone as he had his friend Quint, a girl who attended the same school as he became his constant companion as he was for intensive purposes abandoned by his mother leaving to be raised by Quint’s family.

Their friendship and bond between one another would grow stronger over the years providing Simon with much needed emotional support especially when his mother virtually abandoned him to pursue her own goals. In fact he began to regularly train with Quint in Strike Arts finding it as a way of coping with the loneliness and lack of his mother’s presence in his life while providing a positive outlet for him.

He joined the Mid-Childa Academy of Science after during the St. Hilde Academy of Magic science fair he won first place and drew the attention of the Science Academy’s headmaster for his thesis on molecular nanotechnology and its applications in advance medical procedures and body enhancement. Upon which to strength a mage’s body to better cope with the stress of their magical power as there were rare cases of a mage’s own magic taxing their body to the point of breaking down upon itself.

Simon became the youngest mage at age ten to attend the academy and continued to advance his own knowledge and proceeded to research the possibility of using nanotechnology to enhance and modify the body to increase durability and strength. During his time at the academy his work and thesis caught the eye of Doctor Jail Scaglietti who was a researcher for the Time Space Administration Bureau prior to his becoming a interdimensional criminal, but at times used the labs at the academy.

Taking the young child prodigy as a lab assistant while mentoring the young man hoping to use him for his own ends Simon proved to an adept pupil as he learned everything Jail taught him and more, but Simon never realized at the time that his work on augmenting the human body would be used towards the development of the Numbers series of Combat Cyborgs. During this time Simon aided Jail in a number of his experiments and works, but as Simon got older Jail began to grow concerned regarding Simon and his work ultimately believing he would be an obstacle in his own ambitions.

On the other hand his work and genius caught the attention of the TSAB High Council who at the time feared their control over Scaglietti was slipping so they sought a replacement to take over their private research division. In an unofficial capacity they approached Simon with an offer of more resources and greater access to restricted information within the Infinite Library to further his research while being given a chance to study ruins containing relics deemed too important and dangerous for the general public to be aware of.

Simon accepted although he was kept in the dark about the full implications of what his involvement would entail.

Ultimately as the High Council feared Jail Scaglietti did go rouge, but he promised them the weapons and technology he was meant to give them in exchange for covering up his illegal activities. The High Council agreed, but they were distrustful of Scaglietti and soon began turning to Simon asking the young man to develop weapons to counter Scaglietti’s possible machinations against the TSAB. Simon agreed, but the High Council fearing Simon could potentially turn against them sought a way to obtain insurance to ensure such a scenario would be prevented.

But little did the High Council realize such an act would bring about their downfall years later.

Before that Simon ran into a personal tragedy which stunned him when his friend turned lover Quint became pregnant and Simon had proposed to her. During a routine visit to the Ground Forces Office a group of terrorists attacked it badly injuring Quint in the process, but sadly even though he was able to assist doctors to save Quint’s life he couldn’t save the life of their unborn child whose loss devastated the young man.

Even worse was the fact that Quint herself fell into a coma causing Simon to lose a valuable source of emotional support.

Seeing a chance to ensure Simon’s cooperation and loyalty to the TSAB High Council they allowed him to use their resources to pursue his own attempts to revive his still-born son which he attempted by obtaining assistance from his mother given that he had been aware of her attempts to revive Alicia through Project Fate. Despite his offers of more resources and access to restricted information within the Infinite Library Precia who had further lost her grip on reality over the years cruelly rejected her son and forced him to leave empty handed.

Deciding to attempt another alternate Simon used some of his own research into anti-mage weaponry to produce two of the first Type Zero Combat Cyborgs using Quint’s DNA with elements of their still-born child’s DNA to create Ginga and then later Subaru whom he created with anti-combat cyborg capabilities foreseeing the possibilities of others duplicating his research but kept her capabilities hidden from his fellow researchers.

At that moment the TSAB High Council struck and sent in a team to confiscate Ginga and Subaru using them and a still comatose Quint as leverage against Simon to ensure his loyalty as he was made the Director of Special Division 666 granting him unlimited access to resources and personnel to further his research for the High Council while overseeing some of the Division more shady operations.

As a way of proving his loyalty he was asked by the High Council to obtain his mother's research on Project Fate, which Simon willingly sold out his own mother given their last meeting causing her to become a fugitive on the run from the law.

Despite feeling confident in their control of their new scientist to counter Scaglietti should he truly turn against the TSAB the High Council failed to realize their overconfidence in having leverage over Simon led to a very fatal mistake as the young man began plotting to bring down the High Council. Knowing the lives of his lover and children were on the line Simon learned to lie effectively and ensured he was invaluable to the TSAB High Council.

He knew this would make it all the easier to manipulate them to his own ends, but he also began researching the legends of Al-Hazard knowing he would need considerable technology as leverage to put events more in his favor. Thanks to having access to research books, artifacts and information restricted to only the High Council Simon secretly began searching for Al-Hazard while keeping up the front of a beaten and loyal subordinate to the High Council.

In the meantime he began finding those who like him resented the High Council as there were some within the Division who were unwillingly drafted into the Division like Simon was. Slowly, but surely he began turning various members of the Division to his side become part of his plans to bring down the High Council. During this time Simon would meet the former knight of the Saint Church Gary Biaggi who would become one of his most trusted followers as he recruited him to carry out assassinations of targets that threatened the TSAB or more specifically threatened to reveal information about the High Council to the public.

He also used his position to even eliminate members of the Division who were loyal to the council thus bringing more of the Division under his complete control.

Ultimately Simon knew he had to fake his demise in order to search for Al-Hazard having confidently found enough information and clues to track down the city on his own, but with the High Council watching over him he knew that wouldn’t be possible. So with the aid of his most loyal followers Simon staged an accident at one of their off-world research facilities which seemingly resulted in him and a few others getting killed in the base’s destruction from a research experiment gone terribly wrong.

His plan was successful and he and his followers while bringing the cryogenic preserved remains of his still-born son began their search for the lost city. Carefully covering their tracks as they went Simon and his men eventually succeeded in finding Al-Hazard and quickly began making use of the city’s left behind artifacts and knowledge for their own use while Simon maintained secret contact with his followers within Division 666 through a chosen successor who was loyal to him and not the council.

Simon quickly learned and mastered all Al-Hazard had to offer and used it to revive his still-born son while enhancing his body as he did so.

In the meantime Quint had awoken from her coma and discovered that Simon had died leading to a grief-stricken Quint to marry their mutual friend Genya Nakajima, Simon would remain unaware of this for some time. Later on Quint would discover the existence of Subaru and Ginga, but she never discovered Simon’s involvement in their creation.

Simon would use Al-Hazard’s technology and knowledge to greatly enhance and empower his own body while the men loyal to him were already using the technology and magic at their command to begin Simon’s plans for bringing down the TSAB High Council. They secretly began reaching out to worlds on the edges of TSAB territory and worlds embroiled in civil war and left to their own devices seeking those who held great animosity towards the organization. From these members and Division 666 is how the organization known as LOGOS would come into existence.

Through his contacts in Division 666 Simon was able to hide LOGOS’s existence from the High Council at every turn while LOGOS would slowly continue to grow in strength while Simon would create alliances with various influential officers within the TSAB as well as wealthy businesses men like Hades Vandein to obtain additional resources and means of growing and strengthening LOGOS as a whole.

Simon would take this further by establishing operations on Earth through the Holy Britannian Empire by which he provided them with reserved engineered technology through a company he built with the help of its then Prince Charles zi Britannia establishing Donovan Technology Conglomerate with himself having the identity of Trevor Donovan the reclusive CEO who became Britannia’s primary weapons manufacturer. This would grant him access to Earth’s Sakuradite deposits, but Simon knew Earth was an important world to the people of Al-Hazard and thus had some artifacts related to the civilization such as Thought Elevators and the power of Geass.

However when Simon finally returned to Mid-Childa in secret he not only discovered that Quint had awakened from her coma, but believing he was dead ended up marrying Genya. To his astonishment he found that Quint had found and adopted Subaru and Ginga as her own. Unable to bring himself to reveal himself because it would jeopardize his plans and put Quint in danger a emotionally crushed and angry Simon began wandering around the city until finally he made his way to the top of the skyscraper contemplating suicide, but he stopped himself at the last minute when he mentally reminded himself of his drive to crush the High Council. The realization of loosing Quint and the children he made for her would only serve to fuel his anger at the council becoming determined now to kill them as opposed to originally planning to expose them.

After a moment fo self reflection Simon concluded it was better if everyone believed he was dead as the anonymity he now possessed open the doors to become more capable than before as he could create a new image and identity for himself that could further his goals and give him a face his enemies could not predict.

He was suddenly met by an old friend who had spotted him Megane Alpine who he had known as long as Quint and was surprised to find Simon was alive.

The two old friends reconnected with Simon revealing to Megane the circumstances and reasons behind he had faked his death while revealing he was the one who had created Subaru and Ginga. Simon managed to convince Megane to remain quiet about his survival, but Megane would attempt to persuade Simon from his course of seeking the High Council’s destruction.

Simon would visit her regularly after that as a way of checking on Subaru and Ginga as they grew, and his conversations and talks with Megane led to her and Simon becoming close.

Sadly despite being on the road of emotional recovery from his various losses and tragedies the Combat Cyborg Incident would forever change Simon sending him down a dark and terrible path. The death of Quint coupled with the loss of Megane enraged Simon to the point that he could no longer be satisfied with destroying the High Council but now wanted revenge on the TSAB itself.

Even his own son would notice the radical change in his own father who had changed ever since Quint had died, but his son would remain unaware of his father’s romantic involvement with Megane.

In preparation for his plans Simon would mastermind several incidents that would remove those who could threaten his plans such as Gil Graham’s dismissal from the TSAB thanks to the Book of Darkness incident while trying to use it to bring about the deaths of Prince Lelouch and his sister to help cause a war between Britannia and Japan to seize its Sakuradite Deposits. Through his connections in Division 666 he became aware of the Combat Cyborgs Jail Scaglietti had made including the existence and capabilities of Quattro whom Simon believed could be a problem so he intercepted one of the Numbers and began using her to feed misinformation and to frame Quattro as a traitor in order to eliminate her.

However due to his own son becoming wary of his father he prevented this and had secretly allied himself with Gil Graham to begin working against his father fearing his plans would only end with the destruction of everything.

Ultimately Simon would begin his revenge after becoming the Mandarin and beginning the Wyvern Drone Incident.

Appearance:

Like his sisters Simon Testarossa possesses bright blonde hair and reddish-brown eyes making him look similar to both Fate and Alicia. However his blonde hair is shorter in comparison, but he has styled into a long ponytail with a black ribbon that reaches near his waist. He had a board and muscular appearance due to his years of Strike Arts and Magical Combat training. He has worn a wide range of clothing throughout his life, but he prefers white colored clothing and uniforms.

His preferred outfit as Leader of Logos is a white military uniform tunic with black leather gloves and matching boots. He wears a pair of black trousers and a black cape with a red interior.

Personality:

Originally Simon was a kind and compassionate child similar to his younger sister Alicia, but he was gifted prodigy who is highly intellectual yet he was still selfless and considerable of others. However the death of Alicia and his mother neglecting him had shaken him emotionally, but his close bond with Quint would serve as an invaluable emotional support aiding through his lonely childhood.

He would grow into a determined and driven individual having originally sought to achieve great feats of science in order to get his mother to notice him who had become more isolated in her pursue of perfecting Project Fate, but changed when Simon sought to win Quint’s approval and to create scientific innovations to help the people of Mid-Childa instead.

However various incidents including the High Council manipulation and blackmail of him including the cruel refusal from his mother to help him during his most dire time of need would slowly turn Simon into a bitter and cold man. His considerable intelligence allowed him to become quite manipulative as he had to convince the TSAB High Council he was invaluable to their research and efforts of leading Division 666. In time Simon became a very charismatic person, but yet very manipulative at the same time allowing him to subtly gain control over Division 666 without the High Council realizing it and even manipulate the High Council itself into helping him eliminate those he could not sway to his side.

Simon became more calm and a composed individual overtime while growing increasingly detached, but his care and love for Quint and the children he had made for her kept him from progressing further down such a dark path. However upon discovering Quint had not only recovered, but married another man emotionally shattered Simon who was for a short time contemplated suicide until he both reasoned himself out of it and found new support in Megane Alpine.

Sadly the death of Quint and the loss of Megane at the hands of his former mentor’s creations and the manipulations of the High Council transformed Simon into an insidious and vengeful man. Fortunately for Simon his intelligence and understanding of the TSAB’s deepest inner workings kept him from lashing out as years of hiding from the TSAB and the High Council made Simon into a patient and cautious man able to keep his ego out of the equation despite being self-assured and confident.

These traits granted Simon a long-term mindset and views individual events as nothing more than single links in the long chains of his schemes some stretching for years. Perhaps because of this outlook, Simon is extremely tenacious and rarely lets short-term defeats or missteps prevent him from reaching his goals. If one method of completing a scheme is prevented for whatever reason, he simply finds other ways to proceed. However, he also has a long memory when it comes to individuals who, either intentionally or unintentionally, obstruct his plans. Simon does not forget those who hinder him in any way, and often comes back to brutally punish them later, in his own time. One instance is Simon’s manipulation and corruption of Suzuka to use against Nanoha for her interference in the Book of Darkness incident as an example. His bidding is typically carried out by minions or intermediaries, and due to his caution nature Simon rarely meets individuals face to face preferring to remain behind the scenes despite his considerable ability as a mage.

He consistently allows those who serve under him chances to redeem themselves, a policy which acts to cement their loyalty. Simon also takes the excuses and explanations of those who serve under him with careful consideration and merit.

Skills and Abilities:

Born a gifted mage and a highly intelligent mind Simon excelled in all he put his mind into becoming both a referred scientist and a capable combat mage which was thanks to training in Strike Arts since he was a child alongside his best friend and eventual lover Quint. By the time he was a teenager he was already an exceptional scientist (having been tutored by Jail Scaglietti) and a superb athlete and experienced combat mage. After finding Al-Hazard years later Simon would use the lost and forgotten technology and magic stored in the ancient city to vastly magnify his magical power and enhance his body to superhuman levels in order to discourage his followers from attempting to usurp him.

Genius-Level Intellect: Simon is one of the Time Space Administration Bureau’s greatest scientific geniuses. Not only has he made himself into an authority on Al-Hazard science and magic, but he has also built upon this knowledge by making further discoveries based upon it.

Historian: Simon is extremely knowledgeable on ancient history, specifically that of Ancient Belkan and Al-Hazard as well as Earth’s history.

Multilingual: Due his time on Earth and learning ancient history Simon is fluent in various languages most notably English/Britannian, Chinese, German, Latin, Russian, Japanese, Ancient Belkan and Al-Hazard (which Ancient Belkan was based on)

Polymath: Simon is also a polymath who has specialized in multiple fields of medicine, genetics, engineering and science including archeology.

Leadership: He is the indisputable leader of Division 666, having secretly usurped control of the division from the TSAB High Council transforming it into LOGOS, one of the largest and most dangerous organizations of all time, whose agents are willing to sacrifice themselves for their leader.

Master Strategist and Tactician: He is a brilliant tactician, planning his exploits many months’ even years in advance. Simon is more than willing to use brutal tactics to achieve his goals regardless of the devastation his actions could leave as long as he achieves the desired result.

But little did the High Council realize such an act would bring about their downfall years later.

Before that Simon ran into a personal tragedy which stunned him when his friend turned lover Quint became pregnant and Simon had proposed to her. During a routine visit to the Ground Forces Office a group of terrorists attacked it badly injuring Quint in the process, but sadly even though he was able to assist doctors to save Quint’s life he couldn’t save the life of their unborn child whose loss devastated the young man.

Even worse was the fact that Quint herself fell into a coma causing Simon to lose a valuable source of emotional support.

Seeing a chance to ensure Simon’s cooperation and loyalty to the TSAB High Council they allowed him to use their resources to pursue his own attempts to revive his still-born son which he attempted by obtaining assistance from his mother given that he had been aware of her attempts to revive Alicia through Project Fate. Despite his offers of more resources and access to restricted information within the Infinite Library Precia who had further lost her grip on reality over the years cruelly rejected her son and forced him to leave empty handed.

Deciding to attempt another alternate Simon used some of his own research into anti-mage weaponry to produce two of the first Type Zero Combat Cyborgs using Quint’s DNA with elements of their still-born child’s DNA to create Ginga and then later Subaru whom he created with anti-combat cyborg capabilities foreseeing the possibilities of others duplicating his research but kept her capabilities hidden from his fellow researchers.

At that moment the TSAB High Council struck and sent in a team to confiscate Ginga and Subaru using them and a still comatose Quint as leverage against Simon to ensure his loyalty as he was made the Director of Special Division 666 granting him unlimited access to resources and personnel to further his research for the High Council while overseeing some of the Division more shady operations.

As a way of proving his loyalty he was asked by the High Council to obtain his mother's research on Project Fate, which Simon willingly sold out his own mother given their last meeting causing her to become a fugitive on the run from the law.

Despite feeling confident in their control of their new scientist to counter Scaglietti should he truly turn against the TSAB the High Council failed to realize their overconfidence in having leverage over Simon led to a very fatal mistake as the young man began plotting to bring down the High Council. Knowing the lives of his lover and children were on the line Simon learned to lie effectively and ensured he was invaluable to the TSAB High Council.

He knew this would make it all the easier to manipulate them to his own ends, but he also began researching the legends of Al-Hazard knowing he would need considerable technology as leverage to put events more in his favor. Thanks to having access to research books, artifacts and information restricted to only the High Council Simon secretly began searching for Al-Hazard while keeping up the front of a beaten and loyal subordinate to the High Council.

In the meantime he began finding those who like him resented the High Council as there were some within the Division who were unwillingly drafted into the Division like Simon was. Slowly, but surely he began turning various members of the Division to his side become part of his plans to bring down the High Council. During this time Simon would meet the former knight of the Saint Church Gary Biaggi who would become one of his most trusted followers as he recruited him to carry out assassinations of targets that threatened the TSAB or more specifically threatened to reveal information about the High Council to the public.

He also used his position to even eliminate members of the Division who were loyal to the council thus bringing more of the Division under his complete control.

Ultimately Simon knew he had to fake his demise in order to search for Al-Hazard having confidently found enough information and clues to track down the city on his own, but with the High Council watching over him he knew that wouldn’t be possible. So with the aid of his most loyal followers Simon staged an accident at one of their off-world research facilities which seemingly resulted in him and a few others getting killed in the base’s destruction from a research experiment gone terribly wrong.

His plan was successful and he and his followers while bringing the cryogenic preserved remains of his still-born son began their search for the lost city. Carefully covering their tracks as they went Simon and his men eventually succeeded in finding Al-Hazard and quickly began making use of the city’s left behind artifacts and knowledge for their own use while Simon maintained secret contact with his followers within Division 666 through a chosen successor who was loyal to him and not the council.

Simon quickly learned and mastered all Al-Hazard had to offer and used it to revive his still-born son while enhancing his body as he did so.

In the meantime Quint had awoken from her coma and discovered that Simon had died leading to a grief-stricken Quint to marry their mutual friend Genya Nakajima, Simon would remain unaware of this for some time. Later on Quint would discover the existence of Subaru and Ginga, but she never discovered Simon’s involvement in their creation.

Simon would use Al-Hazard’s technology and knowledge to greatly enhance and empower his own body while the men loyal to him were already using the technology and magic at their command to begin Simon’s plans for bringing down the TSAB High Council. They secretly began reaching out to worlds on the edges of TSAB territory and worlds embroiled in civil war and left to their own devices seeking those who held great animosity towards the organization. From these members and Division 666 is how the organization known as LOGOS would come into existence.

Through his contacts in Division 666 Simon was able to hide LOGOS’s existence from the High Council at every turn while LOGOS would slowly continue to grow in strength while Simon would create alliances with various influential officers within the TSAB as well as wealthy businesses men like Hades Vandein to obtain additional resources and means of growing and strengthening LOGOS as a whole.

Simon would take this further by establishing operations on Earth through the Holy Britannian Empire by which he provided them with reserved engineered technology through a company he built with the help of its then Prince Charles zi Britannia establishing Donovan Technology Conglomerate with himself having the identity of Trevor Donovan the reclusive CEO who became Britannia’s primary weapons manufacturer. This would grant him access to Earth’s Sakuradite deposits, but Simon knew Earth was an important world to the people of Al-Hazard and thus had some artifacts related to the civilization such as Thought Elevators and the power of Geass.

However when Simon finally returned to Mid-Childa in secret he not only discovered that Quint had awakened from her coma, but believing he was dead ended up marrying Genya. To his astonishment he found that Quint had found and adopted Subaru and Ginga as her own. Unable to bring himself to reveal himself because it would jeopardize his plans and put Quint in danger a emotionally crushed and angry Simon began wandering around the city until finally he made his way to the top of the skyscraper contemplating suicide, but he stopped himself at the last minute when he mentally reminded himself of his drive to crush the High Council. The realization of loosing Quint and the children he made for her would only serve to fuel his anger at the council becoming determined now to kill them as opposed to originally planning to expose them.

After a moment fo self reflection Simon concluded it was better if everyone believed he was dead as the anonymity he now possessed open the doors to become more capable than before as he could create a new image and identity for himself that could further his goals and give him a face his enemies could not predict.

He was suddenly met by an old friend who had spotted him Megane Alpine who he had known as long as Quint and was surprised to find Simon was alive.

The two old friends reconnected with Simon revealing to Megane the circumstances and reasons behind he had faked his death while revealing he was the one who had created Subaru and Ginga. Simon managed to convince Megane to remain quiet about his survival, but Megane would attempt to persuade Simon from his course of seeking the High Council’s destruction.

Simon would visit her regularly after that as a way of checking on Subaru and Ginga as they grew, and his conversations and talks with Megane led to her and Simon becoming close.

Sadly despite being on the road of emotional recovery from his various losses and tragedies the Combat Cyborg Incident would forever change Simon sending him down a dark and terrible path. The death of Quint coupled with the loss of Megane enraged Simon to the point that he could no longer be satisfied with destroying the High Council but now wanted revenge on the TSAB itself.

Even his own son would notice the radical change in his own father who had changed ever since Quint had died, but his son would remain unaware of his father’s romantic involvement with Megane.

In preparation for his plans Simon would mastermind several incidents that would remove those who could threaten his plans such as Gil Graham’s dismissal from the TSAB thanks to the Book of Darkness incident while trying to use it to bring about the deaths of Prince Lelouch and his sister to help cause a war between Britannia and Japan to seize its Sakuradite Deposits. Through his connections in Division 666 he became aware of the Combat Cyborgs Jail Scaglietti had made including the existence and capabilities of Quattro whom Simon believed could be a problem so he intercepted one of the Numbers and began using her to feed misinformation and to frame Quattro as a traitor in order to eliminate her.

However due to his own son becoming wary of his father he prevented this and had secretly allied himself with Gil Graham to begin working against his father fearing his plans would only end with the destruction of everything.

Ultimately Simon would begin his revenge after becoming the Mandarin and beginning the Wyvern Drone Incident.

Appearance:

Like his sisters Simon Testarossa possesses bright blonde hair and reddish-brown eyes making him look similar to both Fate and Alicia. However his blonde hair is shorter in comparison, but he has styled into a long ponytail with a black ribbon that reaches near his waist. He had a board and muscular appearance due to his years of Strike Arts and Magical Combat training. He has worn a wide range of clothing throughout his life, but he prefers white colored clothing and uniforms.

His preferred outfit as Leader of Logos is a white military uniform tunic with black leather gloves and matching boots. He wears a pair of black trousers and a black cape with a red interior.

Personality:

Originally Simon was a kind and compassionate child similar to his younger sister Alicia, but he was gifted prodigy who is highly intellectual yet he was still selfless and considerable of others. However the death of Alicia and his mother neglecting him had shaken him emotionally, but his close bond with Quint would serve as an invaluable emotional support aiding through his lonely childhood.

He would grow into a determined and driven individual having originally sought to achieve great feats of science in order to get his mother to notice him who had become more isolated in her pursue of perfecting Project Fate, but changed when Simon sought to win Quint’s approval and to create scientific innovations to help the people of Mid-Childa instead.

However various incidents including the High Council manipulation and blackmail of him including the cruel refusal from his mother to help him during his most dire time of need would slowly turn Simon into a bitter and cold man. His considerable intelligence allowed him to become quite manipulative as he had to convince the TSAB High Council he was invaluable to their research and efforts of leading Division 666. In time Simon became a very charismatic person, but yet very manipulative at the same time allowing him to subtly gain control over Division 666 without the High Council realizing it and even manipulate the High Council itself into helping him eliminate those he could not sway to his side.

Simon became more calm and a composed individual overtime while growing increasingly detached, but his care and love for Quint and the children he had made for her kept him from progressing further down such a dark path. However upon discovering Quint had not only recovered, but married another man emotionally shattered Simon who was for a short time contemplated suicide until he both reasoned himself out of it and found new support in Megane Alpine.

Sadly the death of Quint and the loss of Megane at the hands of his former mentor’s creations and the manipulations of the High Council transformed Simon into an insidious and vengeful man. Fortunately for Simon his intelligence and understanding of the TSAB’s deepest inner workings kept him from lashing out as years of hiding from the TSAB and the High Council made Simon into a patient and cautious man able to keep his ego out of the equation despite being self-assured and confident.

These traits granted Simon a long-term mindset and views individual events as nothing more than single links in the long chains of his schemes some stretching for years. Perhaps because of this outlook, Simon is extremely tenacious and rarely lets short-term defeats or missteps prevent him from reaching his goals. If one method of completing a scheme is prevented for whatever reason, he simply finds other ways to proceed. However, he also has a long memory when it comes to individuals who, either intentionally or unintentionally, obstruct his plans. Simon does not forget those who hinder him in any way, and often comes back to brutally punish them later, in his own time. One instance is Simon’s manipulation and corruption of Suzuka to use against Nanoha for her interference in the Book of Darkness incident as an example. His bidding is typically carried out by minions or intermediaries, and due to his caution nature Simon rarely meets individuals face to face preferring to remain behind the scenes despite his considerable ability as a mage.

He consistently allows those who serve under him chances to redeem themselves, a policy which acts to cement their loyalty. Simon also takes the excuses and explanations of those who serve under him with careful consideration and merit.

Skills and Abilities:

Born a gifted mage and a highly intelligent mind Simon excelled in all he put his mind into becoming both a referred scientist and a capable combat mage which was thanks to training in Strike Arts since he was a child alongside his best friend and eventual lover Quint. By the time he was a teenager he was already an exceptional scientist (having been tutored by Jail Scaglietti) and a superb athlete and experienced combat mage. After finding Al-Hazard years later Simon would use the lost and forgotten technology and magic stored in the ancient city to vastly magnify his magical power and enhance his body to superhuman levels in order to discourage his followers from attempting to usurp him.

Genius-Level Intellect: Simon is one of the Time Space Administration Bureau’s greatest scientific geniuses. Not only has he made himself into an authority on Al-Hazard science and magic, but he has also built upon this knowledge by making further discoveries based upon it.

Historian: Simon is extremely knowledgeable on ancient history, specifically that of Ancient Belkan and Al-Hazard as well as Earth’s history.

Multilingual: Due his time on Earth and learning ancient history Simon is fluent in various languages most notably English/Britannian, Chinese, German, Latin, Russian, Japanese, Ancient Belkan and Al-Hazard (which Ancient Belkan was based on)

Polymath: Simon is also a polymath who has specialized in multiple fields of medicine, genetics, engineering and science including archeology.

Leadership: He is the indisputable leader of Division 666, having secretly usurped control of the division from the TSAB High Council transforming it into LOGOS, one of the largest and most dangerous organizations of all time, whose agents are willing to sacrifice themselves for their leader.

Master Strategist and Tactician: He is a brilliant tactician, planning his exploits many months’ even years in advance. Simon is more than willing to use brutal tactics to achieve his goals regardless of the devastation his actions could leave as long as he achieves the desired result.
