Biography:

Urien is the inferior brother of Gill and tried to claim the leadership of his organization, the Illuminati. When he finally succeeded, he learned that there was an Emperor outranking him, his brother Gill. Now Urien still longs to overthrow Gill by creating his own army with the G-Project. He kidnapped one of the children Chun-Li looks after so she could get back in shape.

What happened to Urien after the Third World Warrior Tournament is unknown. His 3rd Strike ending suggests that he took the leadership of the Illuminati from Gill and destroyed his cryogenically-preserved predecessors (including Gill), but whether this is canon has yet to be determined.This is determinated in the ending of Capcom Fighting Evolution who Urien finally creates his army of Twelve evolving as himself. While Gill fails to attempt his army, Urien suceeds in this project.

I played SF3 3rd strike since 1999 until 2008, sometimes i cut my classes just to play this video game. lol! The Tyrant Urien is my favorite and best character in Street Fighter III. He helped me won many SF3 tournaments in the Philippines. Tho i didn't won the 1st place, i won 2nd once and ranked 3rd three times. And my longest winning streak using Urien on casual games was 57 wins, if i remember it right that was 3 to 4 hours of playing (cause 3s in Philippines is 5 rounders).
